What You Should Know About: The Beach Express Toll Road Purchase

The state of Alabama has purchased the Beach Expressway toll bridge for $57 million. With this acquisition, the state will also allocate an additional $3 million to Orange Beach for road improvements, ending the toll system and marking a significant shift in the region's transportation dynamics.

 

The final day of toll collection on the Beach Expressway was May 23, the Friday before Memorial Day, at noon. Governor Kay Ivey announced this move, promising immediate relief for both residents and visitors, eliminating the financial burden of tolls. However, the transition comes with an adjustment: the road will be reconfigured to one lane in each direction. This lane reduction is part of a broader plan to manage and streamline traffic flow, but it raises concerns about potential congestion, especially during peak travel times.

 

In tandem with these changes, a significant infrastructure project is underway: the construction of a new bridge. This new structure aims to improve traffic distribution and provide an additional route for crossing the Intracoastal Waterway. The bridge project is a critical component of the city's strategy to enhance transportation efficiency and support the growing number of residents and tourists in Orange Beach. The new bridge will alleviate pressure on existing routes and serve as a crucial evacuation pathway during emergencies. Designed with modern engineering standards, it will accommodate increased traffic volumes and provide a safer, more reliable means of travel.

 

Governor Ivey expressed her commitment to improving infrastructure in the region, highlighting the positive impact this change will have on traffic congestion. "Alabama’s Gulf Coast continues to experience record growth and success, and I am proud we are making needed infrastructure improvements in the area that will help alleviate traffic congestion for Alabamians and those visiting our beaches," she stated.

 

With the transaction complete, the Alabama Department of Transportation (ALDOT) has taken over the operation of the Beach Expressway, which will initially carry traffic in both directions. However, significant changes are planned:

 

- Construction of a New Bridge: ALDOT is continuing the construction of the Intracoastal Waterway Bridge, expected to be completed by Spring or early Summer 2026. Once finished, the Beach Expressway will handle northbound traffic exclusively, while the new bridge will cater to southbound traffic. This "one-way pairs" system aims to improve traffic efficiency significantly.

 

- Future Road Improvements: As part of the agreement, ALDOT will also pursue widening Canal Road to five lanes between the new bridges and enhance the intersection at State Route 161/180. These projects are scheduled in ALDOT's State Transportation Improvement Program for 2024-2027.

 

The $57 million purchase price includes resolving a lawsuit filed by the Baldwin County Bridge Company and terminating its contract with the City of Orange Beach. Additionally, the city will receive $3 million for local road improvements, a gesture recognizing the city’s willingness to forego annual financial benefits to achieve better traffic flow.

 

Orange Beach Mayor Tony Kennon acknowledged the collaborative efforts that led to this agreement, thanking Governor Ivey and all involved parties for their roles in eliminating tolls and improving traffic conditions.

 

 This purchase is part of a broader vision to enhance Orange Beach’s transportation infrastructure. Ending tolls, reconfiguring lanes, constructing a new bridge, and implementing robust evacuation plans are steps toward a more efficient and resilient traffic system.

 

As these plans unfold, the state, ALDOT, and local authorities are committed to navigating any challenges and seizing opportunities for improvement, ensuring a seamless transition and long-term benefits for the community.
